IssueQueuing service will not start on any server.  When attempting to start, it fails immediately.  
Nothing is written to the Archer log files.
Windows Event Viewer shows the following error.

Application: Archer.Services.Queuing.exe Framework Version: v4.0.30319
Description: The process was terminated due to an unhandled exception.
Exception Info: System.UnauthorizedAccessException
   at System.IO.__Error.WinIOError(Int32, System.String)
   at System.IO.Directory.InternalCreateDirectory(System.String, System.String, System.Object, Boolean)
   at System.IO.Directory.InternalCreateDirectoryHelper(System.String, Boolean)
   at ArcherTech.Services.Queuing.LogWriter..cctor()

Exception Info: System.TypeInitializationException
   at ArcherTech.Services.Queuing.LogWriter.LogMessage(System.String)
   at Archer.Services.Queuing.MessageQueueService.Startup()
   at System.ServiceProcess.ServiceBase.ServiceQueuedMainCallback(System.Object)
   at System.Runtime.ExceptionServices.ExceptionDispatchInfo.Throw()
   at System.ServiceProcess.ServiceBase.Run(System.ServiceProcess.ServiceBase[])
   at Archer.Services.Queuing.MessageQueueService.Main(System.String[])

CauseThis error means that the account running the queuing service does not have sufficient access to the Archer logging directory.
ResolutionGrant the full access for the account running the queuing service to the Archer logging directory.
