CauseThe package installer fails to update the Event Rule Order in the application due to the user having insufficient permissions to update the Data Driven Event Rule order of the application.  
Resolution
  1. Have a user with sufficient permissions manually edit the Data Driven Event rule order of the application in the package destination instance to match the Data Driven Event rule order in the instance that generated the package.
  2. Have the user reinstall the package and confirm that the error is no longer seen.
