RSA Version/Condition: 7.2.0
 
IssueWhen restarting RSA Identity Governance & Lifecycle, the application will not restart. There are no relevant errors in the log files. An acm status shows as waiting for the application to start:

After two minutes, a refresh of acm status shows:

The RSA Identity Governance & Lifecycle server is not running and is not in a starting state

The database is running and accessible.
 
CauseAn excessive number of tokens exist in the T_AV_WF_TRUSTED_TOKENS table. We have seen this issue occur as a result of bad requests created during the development phase of an RSA Identity Governance & Lifecycle implementation.
