IssueError: "Login incorrect" when RSA ClearTrust administrator tries to log in to RSA ClearTrust Entitlements Manager (Admin GUI)
A debug of the entitlements server shows:
Not authorized (RC_NOT_AUTHORIZED): Login incorrect
 at sirrus.api.command.server.APISetClientsUserCmd.getUserAndCheckPW(APISetClientsUserCmd.java:140)
 at sirrus.api.command.server.GetAdminRoleIdsForUserCmd.execute(GetAdminRoleIdsForUserCmd.java:55)
 at sirrus.api.command.APICmdStrategy.executeCmd(APICmdStrategy.java:145)
 at sirrus.api.command.APICmdStrategy.executeOn(APICmdStrategy.java:88)
 at sirrus.util.strategy.StrategyManager.executeStrategyFor(StrategyManager.java:94)
 at sirrus.api.server.APIClientProxy.executeCmd(APIClientProxy.java:1023)
 at sirrus.api.server.APIClientProxy.run(APIClientProxy.java:790) 
CauseRSA ClearTrust administrator's password changed or expired
ResolutionIf the RSA ClearTrust administrator's password changed, refer to the solution titled Unable to log in to RSA ClearTrust Admin GUI with the default Admin password with Oracle Entitlements database for further instructions.
If the account has expired, change the INACTIVE DATE by using SQLPLUS (or something similar) to date that later date:  Example (in this case the CT Admin is "3"):
UPDATE USERS
SET INACTIVE_DATE = sysdate+16071
WHERE ID = 3;
If you list it out, you could see the following:
SQL> SELECT U.NAME, U.ID, U.INACTIVE_DATE INACTIVE
FROM USERS U
WHERE U.ID=3;  2    3
 
NAME               ID          INACTIVE
----------             ----------      ---------
admin               3             22-MAY-07
To find which number your administrator ID is, perform the following:
SQL> select id, name, inactive_date from users where name = 'admin';
