Resolution

Logon to the RSA Operations Console
Select Deployment Configuration > Radius > Manage Existing
Next to Server Name CLICK drop down menu and select Manage RADIUS Server
Scroll down and Click link for Edit Server Configuration Files
Next to Radius.INI click drop down and select Edit
Scroll down and modify the following to look something like this:

[Configuration]
LogLevel                   = 2
TraceLevel                = 2


These are usually commented with leading ';' or '#' characters, and the values are usually '0'.
Ensure any leading ';' or '#' characters are removed from all three lines , and the values of LogLevel and TraceLevel set as per RSA Support recommendations, in this example they were changed from 0 to 2 .
After saving Radius.ini file, use the Stop Radius link on the Manage Radius server page to stop and start Radius so debug takes affect.
Log is output to the Appliance File system under /usr/local/RSASecurity/RSAAuthenticationManager/Radius   yyyymmdd.log


On the RSA Authentication Manager 7.1 this will be a subdirectory relative to the installation location, for example
C:\Program Files\RSA Security\RSA Authentication Manager\radius\service
