When the license limit is exceeded the administrator can no longer assign tokens (or fixed passcodes) to users however authentication will continue for those existing users with tokens assigned. The listening port for native SecurID authentication is 5500/udp and for listening ports for RADIUS authentication ports are 1645/udp and 1812/udp.
An exceeded license usually means that you require an upgrade license to up the limit of the license. The alternative would be to use reports on current users and tokens to see what housekeeping can be performed; for example removing users from the authentication manager that are no longer employed.

Here is an example of exceeding the license limit with an RSA Authentication Manager 8.1 primary using a 10 user level license.
