IssueCustomers will often request a comprehensive list of sanctioned country codes for Adaptive Authentication on Prem.
In AAOP 7.x, we do not have an official sanctioned list of countries.  We leave it as a business decision for each customer which countries they choose to add or remove from the blacklist.  Since hackers and phishers are continually changing their strategies to try and dodge attempts by law enforcement to shut them down, a "blunt instrument" such as a country blacklist is far less effective than the eFraud Network which provides updated IP data several times each hour.

When you set up your own blacklist of countries, you should specify them as ISO 2 character country codes, as demonstrated.
