IssueRule conditions are described in the RSA Adaptive Authentication (Hosted) Back Office User’s Guidein the section entitled "Add a New Rule."  Review the subsection  on "Conditional Expressions" on page 168.  Conditional expressions are categorized according to the type of data that each is testing.
Some of the explanations for rules given in that manual are clarified below.

Days since Payee Information AppearedPayee information first appearedWhen "= n" is used it means between n and n + 1.  For example, 'Payee information first appeared = 1 days ago' means between 24 and 48 hours ago (more than 1 day and less than 2).

Accumulated Payments Amount to PayeeAccumulated payments amount to payee is between n and mCounter is not set to zero daily, meaning it has a history of all non-declined payments done previously and it includes the current payment attempt.  So the accumulated payments amount is always (the total of all previous successful payments to the payee) + (the current payment attempt).
