New 5.5.3 feature. Only applies to 5.5.3 and beyond.
IssueNotifications are not going out when the delivery setting is set to ‘One email’ (used to CC specific users). The notifications work when the setting is changed to ‘Separate’ emails. 
ResolutionThis is a "functions as designed". Notifications using "One Email" do not work unless the recipients all have the same permissions to that content. 
The help states:
  • One Email - Sends an identical email to multiple recipients. The email is primarily intended for a limited number of recipients and is not customized for permissions, culture, time zone and locale. If there is no content in the notification that all recipients have permission to view, the notification is not sent.
