When there are multiple rules that filter the same field this issue will occur. 
Example:
Rule A filters Action on field X to a,b,c
Rule B filters Action on field X to c,d
Case 1:
A False
B True
Correct way: Rule B filter is applied.
Defect: Highest Rule in order filter is applied
Case 2:
A True
B False
Correct way: Rule A filter is applied.
Defect: Highest Rule in order filter is applied
Case 3:

A True
B True
Correct way: Highest Rule in order filter is applied if cumulative option box not checked
Combined (a,b,c,d) if cumulative option is checked




 
ResolutionWorkarounds:
1 Change Rule order
     This could potentially fix one rule and break another.
2 Check the cumulative option box

    This could cause an issue if (like in case 3 above), the result desired is not a cumulation
