Resolution

OC admins are locked out by default of 5 incorrect login attempts and can login after 30 mins and this behaivor
is defined in the following two lines in AM 7.1 installation directory/utils/etc/rsa_component_list.xml.

<parameter value="5" key="imsoc.console.login.lockout.expiration"/>

imsoc.console.cache.entry.expire (for expiration time in seconds - default 1800)
imsoc.console.login.lockout.expiration (for max attempts before lockout - default 5)

This has been reported in defect ID 123442 and it has been resolved in Service Pack 2. The defect is that the value of imsoc.console.login.lockout.expiration doesn't work.
