IssueCreate a reproducible PRNG sequence and key parameters

The Crypto-C genbytes.c sample shows how to use B_RandomUpdate() to set the random seed.  Using the same seed will produce the same psuedo-random number sequence.  Key parameter generation uses a random number generator.   If you're using B_GenerateKeypair() or B_GenerateParameters(), then you're passing in a random algorithm object as the next to last parameter.   B_RandomUpdate() can be used to set the random seed of that algorithm object so that it always returns the same value.   This will, in turn, cause the generated key to be the same each time.
