ResolutionTo correct this issue a new component that was not required in previous server operating systems needs to be installed.  You can find and install this component by following the steps below.
  1. Open Server Manager and Click Local Server on the left-hand navigation menu.
  2. Scroll down to Roles and Features, and click the Tasks drop-down arrow and select Add.
  3. Click Next until you get to the Features section.
  4. Expand the .NET 4.5 Features section.
  5. Expand the WCF Services section.
  6. Select HTTP Activation and click Next to install the component.
  7. Once this component is installed you may need to perform an iisreset from the command line for IIS to pick up the change.
  8. The navigation menu will now load without hanging.
