IssueIndex rebuild was not creating directories.There were queuing service errors in event log.
CauseCustomer had edited the queuing service config file
and did not back up first. File had an extra character at the end of a line causing failure even though the queuing service was running.
ResolutionReplace file with good copy from DR. Reinstall services would also solve issue.
