|Issue||How to to import a token bulk request using a .csv file|

|Cause||This error happens when your .csv file references users in an external identity source and they are not yet registered.|
|Resolution||Users need to be registered in the internal database, listing users is not sufficient.|
There are essentially 2 ways to register users in a large amount.
1) The only way to do this in bulk is with the SDK RegisterPrincipalsCommand
2) You could avoid using the SDK by doing 'some action' to all users. Easy example is:
a) create an administrative role which is essentially locked down to almost nothing, not many tasks or permissions
b) assign all users this administrative role, then unassign the administrative role.
This role assign/unassign action will register the users.
