CauseThe card detail does not exist in the pre_pop_data table.
The IS_CYOTA_PROCESS_ATTEMPT parameter is set to Y for the BIN range
ResolutionCard holder information has to be sent to RSA and the IS_CYOTA_PROCESS_ATTEMPT needs to be changed.
