IssueWWW Service hangs upon system reboot
The Microsoft Management Console (MMC)  hangs when you attempt to manage the WWW service.
The event log reported that the SMTP service failed to start. The exact same scenario could happen if SNMP is loaded on the machine. Both applications create a virtual site in the IIS.
CauseUpon reboot they need to create com objects. In certain circumstances a race condition occurs where both the MS application and the RSA application compete for the same resource in doing so.
ResolutionIn the services file the SMTP or SNMP Services should be set to manual. It will require that the administrator start these up manually upon reboot but the services will start clean if done so.

Another possibility would be to delay the loading of specific services. It is possible to make the SMTP service and SNMP service dependent on the W3SVC. For more information on this, see also: How to Delay Loading of Specific Services
