IssueXrcBADTARGET error when issuing a certificate using a custom extension profile containing CRL Distribution Point extension on Keon Registration Authority (KRA)
Using the same custom extension profile and the same jurisdiction on the Keon Certificate Authority (KCA) worked fine
When vetting certificate request on the KRA, clicking on the [Issue Certificate] button pops open the following error window:

RSA Keon RA - Microsoft Internet Explorer Program Error
ActOnThingsToDo: [XrcBADTARGET] unable to create or open target file. Unable to find template file [c:/program files/rsa security/rsa_keonra/webserver/extensions/freshestCRL.xuda] for !Include() or XUDA command.

CausefreshestCRL.xuda file is missing on the KRA installation. This issue only exists on Microsoft Windows-based KRA 6.5.1 Build 247 or older builds.
ResolutionTo correct this issue, copy freshestCRL.xuda from the Keon Certificate Authority installation to the Keon Registration Authority in directory <KRA-install-dir>\WebServer\extensions.

NOTE: This issue will be fixed in a future hot fix or patch for Keon Registration Authority 6.5.1.
WorkaroundConfigured a new custom extension profile on the KCA containing CRL Distribution Point extension and other extensions. Synchronized jurisdiction on the KRA to update extension profiles.
