Administration Server stops unexpectedly
Using TCPView or "netstat -na", there are tons of connections in TIME_WAIT. All connections are incoming connections bind to the apache.exe process, which is the Administration Server
ResolutionThe cause of this issue was never found. Even settings HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\TcpTimedWaitDelay did not change.

The issue could be resolved by installing a brand new instance of RSA Registration Manager 6.8 on the same box and recover from a backup.
NotesThe Registration Manager was upgraded to version 6.8 using drop-in upgrades.
