IssueWorld Wide Web Publishing service appears hung in "starting" in RSA ClearTrust Agent 4.5 for Microsoft IIS
Examining "ClearTrust" ISAPI filter shows that it is loaded at "Low"
Web server will not serve any requests
CauseA misconfiguration is preventing the agent from loading properly - messages indicating this will appear in dbwin32 application
ResolutionTo correct this issue, launch the "dbwin32.exe" file on the local server and restart the w3svc service. If you are accessing remotely (e.g. through a Terminal Services session), use a utility such as "debugview". When the Agent loads, a message indicating the exact parameter that is the problem will be displayed. Once this is corrected in the webagent.conf file, restart the service, and the Agent will load correctly.

In this case, the path to the keystore was pointing to a file that did not exist.
