IssueACE/Server bind socket errors if trying to startup without an active NIC.
Error: "unable  to bind socket" when trying to start ACE/Server for first time.       
Unable to initialize accept socket
The following error is reported in the syslog:

896:error:1006606F::lib(16) :SIO_GET_ACCEPT_SOCKET:unable to bind socket:/usr2/home/yanyan/work_sol/build/../sslc/crypto/sio/s_sock.c:380:
Message: Database broker start operation completed
ResolutionACE/Server requires carrier signal on the NIC for it to start up. It is sufficient to plug the NIC into an active hub to provide carrier signal.
The ACE/Server will not start properly as a stand alone system.
