"HTML_Template: [XrcBADSOURCE] unable to open source file" being seen when trying to access autovetting page

After following the instruction on page 95 on the RM Admin guide on how to enable both manual vetting and autovetting on a RM the error message below appears when you append the saved xuda file to the url eg

https://<hostname of RM installation>:443/ra-domain-main.xuda

the error message below appears;

Program Error

HTML_Template: [XrcBADSOURCE] unable to open source file.

When saving the edited xuda page it was saved with the incorrect file owner. The RM was not been run by this user eg. RM was being run by the user rmuser but the saved file was owned by root.

-rw-------   1 root     other      10056 Oct  3 16:57 ra-domain-main.xuda
