CauseThe (12) refers to error 12, "ENOMEM Not enough core" indicating that the system is out of memory.
ResolutionVerify that you have enough RAM and have configured enough swap space on your ACE/Server:
Minimum requirements are 100MB per processor plus 1MB for each 1,000 users for the ACE/Server processes alone, which must be added to the requirements for the Operating System and other applications.
Swap space must be twice the size of RAM.
The minimum values will not provide optimal performance because much of the ACE/Server footprint will be in swap.  A dual processor box used for testing could be installed with 256 MB RAM, however it is strongly recommended that a production system have at least 512 MB RAM.
