In the first phase of a migration you are asked to specify the location of a Database Dump File and License Record.  The error is caused when the license specified has not been taken from the same Authentication Manager 6.1 that the dump file was made.  The dumped data is encrypted with an encryption key unique to each Authentication Manager realm (primary and replicas will all share the same key in one realm) and the key is stored in the license.rec file of each server in the realm.

The ACEMIGRATE_UNEXPECTED_EXC error is displayed on screen to the user and the "Invalid security block in dump file" exception is thrown and logged in the imsTrace.log file

Ensure that the license file specified has been copied from the <ACEINSTALLDIR>\data directory of the Authentication Manager 6.1 system were the data was dumped.
