IssueUnable to access Security Console, error "No Backend Servers Available"
CauseEither the server is not completely started or you have run into a defect where available connections have been consumed.
ResolutionCheck the status of the services by running rsaam status or by checking the Windows services.  If Authentication Manager is not started (remember to hit refresh in windows) then wait for it to complete.  It can take up to 15 minutes for the server to completely start.
There is also an issue with the server that causes the Operations Console Service to consume available connections.  The fix to this issue is complex and is planned for the next service pack. (likely Q3 of 2009)  As a workaround stop the RSA Authentication Manager Operations Console service.  Its only needs to be running if you need to access the operations console, which should be infrequently.

To recover from this state, restart the Operations Console service.
