IssueRKM: Decryption error messages
RKM Client returns error 4780018 (KMS_CLIENT_RECVD_ERROR)
RKM Client returns error 4780017 (KMS_CLIENT_HTTP_NOOK)
RKM Client returns error 4780003 is (KMS_BASE64DECODE_FAILED)
RKM Server key-manager.log shows that a getKeyById request was sent with a non-numeric key ID, e.g.

Application is trying to decrypt data that was not encrypted or is corrupted.  For valid encrypted data, the key ID is at the beginning of the data.

ResolutionEnsure that the encrypted data is valid (the key ID is at the beginning of the data).
