IssueRSA ClearTrust Agent utilities do not work on IIS until an HTTP request is made
ctagent_cache_flash or ctagent_reconfig report the following error message

ctagent.log file does not log the ClearTrust Agent startup information immediately when IIS 6.0 is started
Cause
When running in "Worker Process Mode", IIS 6.0 does not load ISAPI extension filters until they are needed to handle a request. For more information, see:

Resolution
This is the expected behavior under IIS 6.0 running in "Worker Process" mode until the agent has been instantiated. Request an HTTP resource from the Web server and try the utility again.
