ResolutionThe syntax to enter the setup command line is exactly as follows:

    setup /r /f1"<path to setup files>\EndUser.iss"

A space is required after 'setup' and after '/r'. However, there must be no space between the '/f1' and the double quote-enclosed path. The path entered must be the full path including the drive letter mapping.
