CauseMaster password was not entered after restarting Tomcat (or any other application server)
ResolutionIf you restart Tomcat or any other web application server, you MUST access /KMS using a browser to enter the Master Password. Without the Master Password, the database can't be decrypted, so it can't provide keys to applications requesting them.
