ResolutionRSA Certificate Manager supports Unicode character set.  Listed below is an extract from RSA Certificate Manager documentation:

You must change your character settings for Certificate Manager. If you use Microsoft Internet Explorer, select View > Encoding > Unicode (UTF-8) from the menu bar before accessing the Administration Server. If you use Netscape Navigator, select View > Character Set > Unicode (UTF-8) and View > Character Set > Set Default Character Set from the menu bar before accessing the Administration Server.

To display international characters in certificates, it is recommended that you use Microsoft Internet Explorer. Netscape Navigator may give unexpected results. For Windows
2000, enable the appropriate Input Method Editors (IMEs) through Regional Options on the Control Panel. For Windows 2003, enable the appropriate IMEs through Regional and Language Options on the Control Panel.

You must also enable your browser for JavaScript before accessing the Administration Server. If you use Microsoft Internet Explorer,
select Tools > Internet Options > Security. Select the appropriate web content zone. If you use the default security level, JavaScript is enabled. If you use a custom security setting, click Custom Level, scroll down to Scripting > Active Scripting and choose Enable. If you use Netscape Navigator, select Edit > Preferences > Advanced > Enable JavaScript.
