Installation on Tomcat
  Copy and replace US_export_policy.jar and local_policy.jar to $JAVA_HOME/jre/lib/security where $JAVA_HOME is the JRE or JDK used by Tomcat.
  Restart Tomcat

Installation on IBM WebSphere
  Copy and replace US_export_policy.jar and local_policy.jar to $WEBSPHERE/java/jre/lib/security where $WEBSPHERE is the installation folder of WebSphere.
