CauseMoniker application may not be registered or has somehow become corrupted and/or unregistered. Microsoft Windows SP4 patches removed the moniker registry entries.
ResolutionTo correct this issue, complete the registration of the moniker application. The utilities are located in the bin (%sys%\JIntergra\bin) directory for registering objects. Use regprogid utility to register missing moniker entries. Reboot the machine for the registration changes to take effect.
