CauseSystem hardening has been performed to a degree where sufficient Administration rights are no longer available to the system administrator account performing the rolling upgrade
ResolutionTo correct this issue, repair/return the operating system to its default installation state and perform the rolling upgrade of the ACE/Server.
WorkaroundMachine has been hardened by locking down the permissions to various directories and various registry keys.
