Results with the 18.104.22.168 C client, with 1 valid key and 1 pre-activated key in the key class:
get_key_by_class to server: server returns only the active key
get_key_by_class to cache : cache returns the active key
get_key_by_uuid to server : server returns the key uuid
get_key_by_uuid to cache : cache returns the key uuid
So the only way to get pre-activated keys to the cache is to do get_key_by_uuid.
If the server has two valid keys for the same key class, the most recent one will be returned.
If the client has two valid keys for the same key class, the most recent one will be returned.
