IssueWhen a user creates a change request that does not complete the change request submission, the request will go to a Pending Submission state. The reason for this may be intentional or unintentional, such as browser timeouts or crashes. The request is then visible in the user's My Request tab but cannot be resubmitted.
For example, 

These types of requests are not visible to the administrators on the Change Requests page. However, they can run a change request report of Type: Access Request and Template: Change Request Status Summary to view the number of these request types that exist in the system. The state of these requests will be marked as PS.
ResolutionThese change requests can simply be ignored and have no value. There is a scheduled task that runs every 12 hours on the System Operations Node (SON) which will delete the requests in pending submission state that are older than 24 hours.
