IssueData Import shows as "Pending" but you can check in the Archer Control Panel > Job Engine Manager > Failed Jobs and see that the job actually Faulted.
CauseVarious reasons the job faulted. The objective is to get the Archer UI to reflect the proper status.
ResolutionSQL access will be required.  You will need the ability to run UPDATE statements.
NOTE: Take a database backup of the RSA Archer Instance database prior to running ANY update statements
 
SELECT * FROM tblDataFeedHistory WHERE job_id = 'X'  --Insert Job ID here
SELECT * FROM tblDataFeedHistoryStatus --This will show you all the available status
UPDATE tblDataFeedHistory SET status_id = '3' WHERE job_id = 'x'  --Insert status here

You can now validate in the Archer UI that the Data Import reflects the proper status.
