IssueWhen trying to update a record using Data Import with a Value that exists in the system already, you find that a new Value is created in the Values List instead of using the Value that already exists. This is because the format of the import file is not correct.
An incorrect example import file could be:
"Tracking ID","VL"
"212725","A"

Before Import with incorrect format:

Using this incorrect format will create a new duplicate Value within the Values List field.

ResolutionThe correct format is to use a colon (:) for the nested, or hierarchical, structure of the Values List Value. For example:
"Tracking ID","VL"
"212725","2:A"
