Issue

An Adaptive Authentication (On Premise) customer was seeing the following with
OOB Phone authentication:
"The phone rings, but the call hangs up before the user is able to answer."
The customer was also able to find the following in their log files:

CauseA race condition when two threads try to make a call at the same exact moment.
ResolutionThis issue has been resolved in V7.1 P5 HF100
