IssueUsers are not receiving email notifications and the Notification Reports do not show failures.
The Notifications Failed Email Attempts Report does not show failures, but the Archer logs contain the following message when the email should have been sent.

Multiple-recipient option email recipients do not have any common permissions to the contents and fields to be published.

The following snippet is from the JobFramework log file:

CauseThis behavior occurs when the One Email option is used and at least one email recipient does not have access to a record or field.
This is functioning as designed.
ResolutionUse the Separate Email option instead of the One Email option.
