IssueWhen enrolling a user through the Juniper Integration Adapter using Telesign OOBSMS, the phone number comes in as an invalid number.
We verified and confirmed the phone number is valid but system generates an invalid phone number message as below:

Cause

The issue is with the jar file that is being used to validate entries made to the phone number field of the enrollment screen.
Under the \adapter-juniper-aa\WEB-INF\lib\ directory there is a file called libphonenumber.jar.
The Customer was using an older version of this jar file.  The 987 area code was created after 
and could not be validated by the outdated jar file content. 

ResolutionDownload  the latest version libphonenumber-8.5.jar by clicking here and place it in the lib folder in the following path \adapter-juniper-aa\WEB-INF\lib\.  
Then restart the application server.  The user will be able to enroll phone numbers with newer area codes.
