The American Recovery and Reinvestment Act of 2009 (ARRA), Title XIII inacted the Health Information Technology for Economic and Clinical Health (HITECH Act). Subtitles A through C deal with the organization of government agencies, standards development, testing and grants and loans for health information technology. Subtitle D, which deals with both privacy and security matters, amends, extends and adds to the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and its implementing Privacy and Security Rules.
