File permissions and ownership are also correct; still getting same error message

For ACE/Server version 5.1 and higher the environment is different:
USR_ACE=/"path"/ace/prog
VAR_ACE=/"path"/ace/data
DLC=/"path"/ace/rdbms
PROPATH=/"path"/ace/prog/proapi/adbapi.pl:/"path"/ace/prog/proapi/sdproapi.pl:/"path"/ace/prog/protrig:/"path"/ace/prog
LD_LIBRARY_PATH=/"path"/ace/prog
