Enable Provisioning
You must enable provisioning to allow users to request enrollment, user groups, authenticators, and on-demand authentication on the Self-Service Console.
Procedure
In the Security Console, go to Setup > Self-Service Settings > Enable or Disable Self-Service Features.
Select Enable Provisioning Features.
Click Save.
