Form level workflow node is skipped intermittently in RSA Identity Governance & Lifecycle

Issue
When submitting a request the form approval node or the form fulfillment node is intermittently skipped in RSA Identity Governance and Lifecycle.  We have a Form Approval and Form Fulfillment node in the workflow which can be configured to call a sub workflow if there is no approval or fulfillment workflow specified. At times, the Form Approval or the Form Fulfillment node will not call their respective sub workflows even when there is no approval workflow or fulfillment workflow specified.

Example

  1. In the example below, we have a form fulfillment node which is set to call a sub workflow (Manual Activities) when there is no fulfillment workflow specified.

  1. When we check the processing workflow, the form fulfillment node did not call the sub workflow(Manual Activities) even when there is no fulfillment workflow in the fulfillment phase.

Cause
This is an intermittent issue and is been reported in Engineering ticket ACM-71833.
Resolution
The fix for this issue is included in 6.9.1 P23, 7.0.1 P02 HF05, 7.0.1 P03, 7.0.2 P01 and 7.1.0. Upgrading to any of these versions will fix this issue.
