Fulfillment Workflow gets canceled and change request goes to rejected state in RSA Governance & Lifecycle

Issue
Cause
In the scenario where an old termination date for a user is collected, the rule triggers a change request configured to execute after the collection.
The change request will be rejected because it attempts to grant an entitlement to a user who has already been terminated as per the recorded termination date.
Entitlements cannot be added to a terminated user; therefore, the change request will be rejected and the fulfillment workflow will be canceled.
Resolution
Provide future date for termination and then collect then run the rule to create the change request to add the entitlement.
Reason of CR cancellation: Entitlement can not be added to terminated user
