"Maintain" and "Maintain with Expiration" are not working as expected in multi-step review in RSA Governance & Lifecycle

Issue
This affects multi step reviews.  If the reviewer in step 1 sets at least one of the entitlements to "Maintain with Expiration" and the rest of the entitlements are set to "maintain" only. Then in step 2, if the reviewer chooses the "Select as Previous" Bulk Action then all or most of the reviewed entitlements are set to "Maintain with Expiration" 

Example

 Create a multi step review and then run the review. After the review is generated, review the first step with "Bulk Actions" and choose "Maintain" and for the first two entitlements choose "Maintain with expiration" and set the date.

2- Navigate to the second step, choose "Bulk Action" and "Same as Previous"
All the reviewed entitlements become "Maintain with Expiration".
