"Maintain" and "Maintain with Expiration" are not working as expected in multi-step review in RSA Governance & Lifecycle

Issue
Example
Create a multi step review and then run the review. After the review is generated, review the first step with "Bulk Actions" and choose "Maintain" and for the first two entitlements choose "Maintain with expiration" and set the date.
2- Navigate to the second step, choose "Bulk Action" and "Same as Previous"
All the reviewed entitlements become "Maintain with Expiration".
