Issue
web tier status shows "Online, Reinstall Required" even after a reinstall

Cause
The Windows Firewall was enabled. This blocked TCP Port 7022 from the Web Tier server to the AM Primary server.
The stopped the web tier from updating it's status on the Primary Operation Console and prevented the web tier from
enabling itself. 
Resolution
Turned off the Windows Firewall on the Windows 2012 server
