RSA Identity Management and Governance Group Access is not shown under the account popup screen for users

Issue
The example below shows a user that has access to an Account called Administrator, which has a few group entitlements associated with it. When logged in as AveksaAdmin and looking at this user's access (Users > <user name> > Access > Administrator > Groups), the group entitlements are visible under Groups in the account popup window.
When the user logs in using his credentials, he cannot see the group entitlements under Users > <user name> > Access > Administrator > Groups.
