Is it possible to use custom revoked / suspended certificate reasons in RSA Certificate Manager?
cert-update-status.xuda line 34 xrcBADVALUE, invalid or inappropriate value provided
Resolution
The revoked / suspended reasons of a certificate must meet the RFC 3280 (http://www.ietf.org/rfc/rfc3280.txt). See the section 6.3.2 of that RFC.

Since those reasons are defined as per RFC, the file WebServer\admin-server\ca\cert-ops\shared\status-change-details.xuda cannot be modified to have custom reasons.
Workaround
The file WebServer\admin-server\ca\cert-ops\shared\status-change-details.xuda was modified to have custom reasons for suspended / revoked certificates.
