IIS Web Agent 7.1.2 has high CPU utilization

Problem persists after this fix
Issue
PipeServer.exe is consuming almost 100% of the CPU.
RSA Authentication Agent 7.1 for web shows high CPU utilization under authentication load.
Pipeserver.exe indicates high CPU utilization in task manager. This symptom is noticed only on machines with SP1 on 2008 R2 server. This issue does not exist on Windows 2008 or 2008 R2.
